The readme says this is v1.13 of a USB ethernet adapter driver for Win98, Win 2000 or Win ME. The USB device is labeled "TW1046" (it's used by Time Warner) but the driver is labeled "EN1046." As Time Warner does not make network adapters, I'm thinking the TW1046 is really the Accton USB adapter.
